Exactly, there has to be set-points....although I have to admit that it feels hella random.
Once you reach a certain point, and the game "feels" comfortable that it knows your typical performance level, the amount of game-to-game improvement in your stats plays a significant role in ranking up. You can't predict improvement on such a scale; a progress bar could never work.
All im interested in is a bar that shows if anything has happened from the previous game. Im not looking for a bar where I can look and see amount of games needed for the next level etc. Its not like the system, assuming that its working which I along with thousands of others doubt, is randomely adding 20 levels to a player to make sure that he/she has the correct level. You are giving the system way too much credit, it shows more what you are incapable of rather than what the system is capable of. I suggest that you take a couple of classes in higher math and statistics on Uni level before you start questioning random posters seeing that they might have actually done that before posting. Everything can be calculated through formulas, I highly doubt that Bungie/M$ has implemented chaos theory into this system.

I'm fully aware of what the system does, and does not, measure. I don't need some e-Punk to try to beat into me their analysis, especially one that originally asked how the system functioned.
