EDIT: sorry I misread the other advice, but this is still relevant:
What's wrong is that your DedServe is using 2302 or 2303 to connect to the net, which are the same ports Halo needs. Simply click start > run, browse to your Halo DS 1.06.exe or whatever it's called, then after the ""'s type -port 2301. This makes the DedServer use 2301, so you can use 2302 and 2303 in Halo to connect to it. Please note that playing Halo on a machine dedicated to a server means that server is no longer a dedicated server. The whole point is that the DedServer can use ALL of your PC's RAM and CPU power, no to use what's left over while you're running a demanding game like Halo. You'd get no less lag from doing that than by running a non-dedicated server through Halo.
PS on my pc, the 'run' command looks like this:
"C:\Program Files\Microsoft Games\Halo Server\haloded106.exe" -port 2301
don't forget to open port 2301 in your router/firewall settings. Take the underscore out of the server name.
