I think the main reasons that people haven't bothered in the past is threefold.
1.) People just don't know about it! Even after nearly eight months since it's release, there are still masses of people who just don't know what it is, thinking that 'CE' stands for 'Combat Evolved'. Halo CE is a stand alone FREE version of Halo PC that doesn't contain a campaign mode. Multiplayer all the way! Also, you have the ability to play CUSTOM USER CREATED MAPS , some of which are truly awesome.
2.)If people have actually downloaded and installed Halo CE, they have not really stuck with it because of the lack of decent websites that offer HUNDREDS of maps. Some sites only make what THEY think are good maps, meaning that you have had to scavenge around all over the place just to get these maps... Others are different :)
3.)People don't know how to play these maps. I suppose, in a way, placing maps in a .rar file is partly to blame. Not everyone wants to have to download yet another piece of software just so they can extract the map. Now, if they had all been in .zip format, you could do everything from right inside Windows XP... :)
Plus, on top of that, if you are not confident with a computer the actual placing of the maps in the map folder could seem a little daunting, but there's no need to panic... it really is easy.

Now is the time for change though... Grab yourselves a copy of Halo CE, grab yourself as many maps as you want, and let's go on a killing spree!
