Delete your program files/Microsoft Games/Halo folder. Exception means there is a problem with one of the game files, usually a map. Uninstalling sometimes won't delete all the files, and reinstalling sometimes won't overwrite. So manually delete, then reinstall, and see what happens.
Also, what's the new graphics card/drivers for it, and what are your other specs?*facepalm*
That is false. True in some cases, but mostly falses.
Do not listen to this man's advice. Halo will not launch an exception on startup. If one of the "game files" are messed up, that's from tinkering with Halo .maps files, and it will crash when you try to launch the map. If the game's core files were corrupted, you wouldn't fix it by just deleted the folder. That's silly. Just re-install (or "repair") the game.
Do you by chance have anti-aliasing enabled for your graphics card? If so, go to your ATI or Nvida Control Panel, and turn off anti-aliasing. Halo has a notorious reputation for crashing on startup when anti-aliasing is enabled. Find a way to turn it off. I've had that problem myself, and many, many others have as well.
EDIT: Yes, I'd suggest you find what brand and model your graphics card is, find the official website, and download the latest drivers for it. Also make sure your computer supports Halo's minimum specs.
And why would you remove your graphics card? You know that magical little port you plug your monitor in to? Yeah, that's your graphics card right behind that. And besides, Halo needs your graphics card. I mean, how would it draw itself without one? =X
Also, if you don't even have a GFX card, but have a chipset on your mobo to replace it, Halo won't run on your computer. That falls under the category of not having the proper graphics card (or even one at all), but I doubt that's the case.
If you can run other games just find on your PC, then your GFX card is fine. Just turn off anti-aliasing; that should fix it.
