go here and click on the guide, then it will say you need to open a file on like, the third step, just click on the link that was above it in the original address i sent you. thats the file you need. the first three steps is finding it which is what i already did soo here it is
That guide is just a little over detailed. No button click missed. I might have gone a little overboard recording all the steps. Oh well... However, it doesn't really cover installing paint.net, just using it to edit a theme.
For building themes, there are plenty of good free tools out there that you can use as long as you have a computer. All you need is an image editor of some sort for most themes, and for advanced themes you need a text editor. For windows free graphic editing I reccomend Paint.net as it is relatively easy to use / feature filled. Gimp is also fairly good but it has a steep learning curve. In addition I know there are a number of online ones so you don't even have to install anything. There are lots of places to ask for help/resources (this thread.,the Theme Builders group, or a PM).
