I also would have to vote Headlong. It's really the only high-rise city map, and that made for some pretty sweet gameplay opportunities. I liked the area under the broken bridge -- it's effectively a death zone for enemies if you controlled the turret. It also has the air tanks with the caps that you can shoot off, sending them flying around and rebounding off things.
Midship would rank as my second-favorite, because it supports all party sizes well, from a 1v1 throwdown to an 8v8 big team battle.
Ivory Tower isn't bad, but in Slayer games it almost always becomes a battle for control of the top corridor area. Nevertheless, it ranks as my number three because it also does well in terms of supporting various party sizes, and of course the Carbine hidden behind the palattes and the crate. In all the time I've been playing Halo 2, I've only ever seen about two or three other people know where it is and pick it up.
