Ping is from the server to another computer (usually called the client computer). So each client computer that pings that server will have a different delay due to connection speeds, bandwith (how much in KB/s for upload/download is still free on that server), and how far you are from the server. This's why many people on the server have different pings. So if I connect to a server 1 town over my ping should be low, but let's say Digimaster (who lives in UK) connects to the same server, his ping will be much higher since he's farther away.
So our ping readout would be like this:
MarD: 68ms
Digimaster: 110ms
So he can have quite the delay due to distance differences. I know, 1/10th of a second isin't that slow, but since netcode's havn't evolved to perfect prediction, it can make a difference, especially in Halo.
