I think that that's a part of it, certainly. I mean, someone who's relatively new here and doesn't know where to advertise would be likely to advertise in the forum dedicated to the kind of discussion that their group pertains to (i.e. ads for H3-related chapters in the H3 forum).

On the other hand, that also indicates that the person didn't exactly look around to try to seek the proper place out, and they might also be posting in a non-hidden forum to get more publicity, so it's usually best just to direct them where to go and move on.
