I have always felt that the marines were pretty much good for only two things...
1) To die and drop their ammo
2) To say funny things and make me laugh
The most totally aggravating thing the marines do in Halo CE is during the end of Truth and Reconcilliation......they are usually to blame for Keyes buying it before I can finish the level. Whether it is a "my bad" grenade throw or just bottlenecking the area that he is in so he cannot get away from a plasma tossed at us by some lame grunt down the hall. I almost always find myself backtracking as far as I can with them in tow, then heading back to wipe out the covies before they can catch up, especially back at the control center with the three invisible Elites. Take them out, then back track to let the audio track go past the location of the troop carrier, then off to wipe out the grunts before Keyes and the Keystone Cops can get back into the room.
It would be less of an enjoyable game if there were no Marines, it would suck to play the whole game basically alone. This way you only play 90% of it alone!
The marines in H2 are lethal to ones health, but in CE, they are more of an annoyance than dangerous (for the most part). Once they decided that Marines were capable of handling a rocket launcher the battles became everybody against the MC!
