I actually typed this up about an hour ago, but never got around to posting it, so I'll do what's easy and use what I've already written.
I agree that measures should be taken to stop people from circumventing group auto-deletion. Using alternate accounts to prevent a group from being auto-deleted is abusing the system, in my opinion. However, since it seems like there really aren't any systems in place to block people from creating alternate accounts, I don't see how that problem could be solved.
In my view, the purpose of a chapter is for a group of people to get together and hold discussions outside of the public forums. The idea is to have a group of different people getting together and having good, decent conversations about things without having to put up with the "outside world", if you will, of the public forums.
I do not think that one person's alternate accounts should compose a chapter and be sufficient to keep that chapter safe from being auto-deleted. I think that it is an abuse of the chapter system because that chapter is not really contributing anything to either the people within it or the people without -- if it's all alternate accounts, then an occasional post would be the only thing required to keep the chapter alive indefinitely.
The auto-deletion system should take care of chapters that are in the position of not contributing anything to either internal or external members, but using alternate accounts to keep the chapter alive negates the deleting power of said auto-deletion system.
The only thing is that, to my knowledge, there aren't any safeguards in place to prevent people from using several WLID's to create alternate accounts, so I don't really see how this could be prevented.
EDIT (sorry, just waking up this morning) -- I'm sure that CG didn't mean any harm, but in my view, it is abusing the system.
