In technical terms
The Disembodied Soul is an auto response program on Bnet, programed usually to tell users if their blacklist. However in the Beta back in June, Bungie needed to inform the "friends and family" of their beta invite. No better way to spam a bunch of specific people then an auto responce program, so the invites where sent via that program which falls under the alias "Disembodied Soul". This alias is well fit as it is controlled by nobody accept the website. The program is actualy indirectly controlled by all of us. You spam, a mod blacklists you, and the program responds as it is ment to. Whenever and if bungie ever needs to use the program for other processes. There is really nothing too mysterious about the program at all. Its just given a weird name, and thrown out with no information given. A little common sense, and understanding of basic processes can make 99% of the stuff bungie does seem just as normal as anything else. There is no "ghost" in the website. Just good programming.
