I'm new to Halo 2, and I need to know how to set it up so that if each player has an over shield when the match starts.

If you're going to do it in Campaign, you need to have the Black Eye skull, found on Great Journey. Then, go beat down the baddies until you have full overshields. After that, go through a checkpoint, save and quit, turn off the box and back on... and then the next time you start that campaign... you'll have overshields until you lose them and drop down to regular shields. The overshields won't recharge themselves, just your regular shield. When you're doing a launching sequence, it won't go linearly through the shields and your health from the explosions like it would if you still had Black Eye's effects on. I said effects, because Black Eye can turn off the snow, and back on... if you don't any updates the latter is true about turning it back on.

However, you probably mean in multiplayer, which isn't my specialty.

When you are creating a new game varient for Halo 2, there will be an option that will say, "shields." From there you can change them from none, normal and overshield.

The match will start and all players will have the type of starting shields you've chosen.
