What are the monkey faces next to the topics supposed to stand for? some have green pluses, some have fire. Is that something moderators give a thread?

Green plusses mean things have been added recently. Fire means it's a hot topic (3 or more pages). The yellow septagon means an employee posted in it.

Hello.

The gorilla in the cowboy hat is the webmaster of Bunie.net. He is often drunk and unruly and lurks around the interwebs and Bungie studios. Bungie has adopted him as their default avatar, thread icons and can be found in various other locations on this site.
