AMD 3000? 2GHz? I'd say on stock cooling maybe 2.2GHz or more.
What type of RAM do you have? That is what will really limit you, because if you can't adjust your CPU multiplier, you can only make the FSB faster, and that can cause instability with the RAM.
Stock cooling for AMD's is actually pretty good, for stock. However, they can't beat a Zalman cooler or any copper cooler, for that matter. I got my 2GHz up to 2.25GHz on stock cooling without many problems.
If you are serious about overclocking, your best friend is good performance RAM, like PQI Turbo or OCZ, cheap but very overclockable. I believe the PQI Turbo can get up to 275 on the FSB without even a change from stock voltage - incredible.
