A few general tips.
Use short round bursts with AR on Grunts.
Also use Short round bursts as often as possible. That means tap the trigger.

Use Pistols or a plasma weapon on the elites.
Use a shotgun on the flood.
After shooting a larger flood form with a shotgun, melee it while it is down.
Use something other than the shotgun on the smaller flood forms.
Use grenades on large groups.

Use Plasma rifle on elites, pistol on everything else. Don't sweat it, Aotcr on heroic is childs play. Legendary isn't bad either. For conserving ammo on the AR, use bursts, and when you're not in a fire-fight, walk over a weapon BEFORE you reload. Once over a weapon, reload and pick up the weapon almost immediatly after you start reloading. When you switch weapons, you'll hear the AR reloading even though it's still on the ground. pick it up again, and it should have full clip, but no rounds will have been taken from it's reserve. It's basically infinate ammo.

Even in the fast tunnels of Rat Race I've found that the pistol is a more effective job than the AR - to be honest, I think an AR is totally an amateur weapon. I don't mean using it makes you an amateur, but I doubt you'll reach potential while relying on it. I personally believe the best way to conserve ammo on your AR is to throw it on the ground. Especially can't really think of many opportunities to use AR on AotCR - in fact, any.

The worst part AOTC is the insertion, on that little platform where foehammer drops you off on legendary and heroic it was pretty tough, also wait til you get to the part where theres two bridges side by side on legendary it took me 45 minutes to get across one bridge, mainly like you said due to ammo issues.

i always make myself weapon caches through the level, if you find a good weapon but dont have room for it, pick it up and then drop it again. any weapon that you have held will not disappear even if all other enemy dropped weapons and bodies do.

i just used to really hate eyeing up a good weapon like an RL counting on it to be there later, returning to find it had been deleted.

i also try and save my big weapon ammo as best as possible, i count the big weapons as sniper rifle and RL, only use them in tight spots. if you need to drop the sniper or RL and pick it up again later, dont waste their ammo on worthless enemies like grunts or jackals, i save sniper rounds for elites and shades, rockets for the same plus banshees and wraiths. i dont normally have ammo issues even on legendary (though sometimes i get a bit trigger happy).

No matter where you go use the Plasma Pistol on shielded elites and two melee attacks
to the grunts the cap em with the AR. As for the flood use those blessed grenades, frags
are for when you got room to run, plasma g's are when you need time to run.
Also don't waste your ammo on weak enemies that's why we got melee attacks. It's okay
to be a little trigger happy but always stock up on ammo.
I just go for brute force and get a plasma rifle and the Pistol, AR, Shotgun or rocket launcher.
I don't fool around with the Plasma Pistol even though it's a fool proof way to get shields down.

The only level you can't do this on is Pillar of Autumn. Only reason I hate that level is that the doors close and lock behind you. If you have good health the first time you walk by it, then lose your health in the next section and want to go back and get it, it's not going to be there/you can't get through the door.

Of course, this level moves fast as hell, and if you need a health pack, or a weapons cache, you're moving to slow.
