Halo Custom Edition's loading screen time is directly related to the number of maps you have in your map directory. There is a fix for it, but Gearbox... uh... desperately doesn't want to release a patch or something. Whatever the reason, the only workaround is to make a subfolder and throw maps you don't use often into it. There is a program floating around that automates this process for you, but I have no idea where it is. Maybe someone else can post a URL to it. Personally, I just start up HCE and go grab a drink or something. You just have to use your time efficiently. ;)

I think you are talking about the Map Manager Leoht...

You will both be pleased to know that I decided to try and track something down to sort the problem and have succeeded! I have already tested it and it works really well and, last but not least, you will now find it available on my site in the 'Other Downloads' section.

Just give it a go dude... It's quick and easy.

I've got about 300 in my maps folder, so it DOES make a big difference to me. I tried it out by removing all but 5 maps and I couldn't believe how fast it was... Faster than Halo PC, that's for sure! You don't even have to leave all of the standard maps in there... They can be disabled too.
