Well, if you overclock it a lot or overheat the card, then yes, you damage it. Many warranties are void if you oc a card (how would they know, tho???).
In a manner of speaking, yes, overclocking forces a video card to work beyond what it's specs tell it to do. Think of it like this: Intel relases the p4 3.2 GHz, then several months later the 3.4, then 3.6, etc. It may simply be the same chip, just with different specs on the box. Companies sometime sell a new product at low specs, and then raise them on the box - but really it's the same.
So I guess, yes, partly, oc'ing forces more info through. I am not a total expert, but that's generally what I've understodd from what I've read and experienced.
