The reason for you giving a credit card number not only to charge you, 49.99 anually or 5.99 monthly, but it is to identify you. Microsoft doesn't really want to be given a fake name, address, etc. then have someone decide to hack and does it repedidly. They can just decline that number so you can't use it again.

Then if you start to break the law they can have you arested with a cazillion dollar bail.
