Looking at it in terms of the first game, I wouldn't expect other Spartan II's to play much of a role in Halo 2, but the books give me a different idea. The Spartan II's were trained to work as a team, so I would expect all surviving Spartan II's to be together, excluding Kelly due to Dr. Halsey's mission. Problem is that Halo 2 is a non-squad based FPS, so playing single player with three computer controlled Spartan II's would be out of the question considering how strong the individual Spartans II's are and the fact that the three other Spartan II's wouldn't be able to die because doing so would affect the story line. However I think it is interesting that First Strike leaves off with four Spartan II's that should be on earth with the master chief; that number agrees nicely with four player co-op.
So as far as the Halo storyline goes, the other Spartan II's have to make an appearance in Halo 2, but in order to make Halo 2 challenging there will have to be a lot of the Master Chief lone wolfing it even though the books wouldn't give that as an expected action; unless of course they think up some reason the other Spartan II's didn't return to earth with MC or that they had to go on some other mission. Anyhow, I think the other Spartan II's make a good explanation for campaign co-op as opposed to the first Halo, in which you and your buddy play as the same character, not that it really matters as far as gameplay is concerned.
