How come when I grab a sniper in a social slayer game and a person on my team betrays me the second I grab it, I don't get the option to boot that player but when I go and seek retribution then I get booted?

It seems that sometimes you get the option and sometimes you don't. I think it depends on how recently you were damaged by your enemies, and to what extent.

cause you betrayed back, IE Don't betray him. He's a douche and he has to live with that, don't sink to his level.
