That explains a lot. I would never have expected weapons to only respawn after the wielder stands still. Now I know how my weapon timing can be off for a while.
Also should I presume that if the person who picked up a weapon did not stop moving that the respawn timer for that weapon would start two seconds after he dies?
That's where it gets difficult. The timer will start 2 seconds after the weapon STOPS on the ground.
So, lets say your on The Pit, and rushing rockets, and the enemy picks up the rockets at 11:18, and is running back, but you grenade him, obviously things are going to go flying. The rocket launcher will probably skid across the ground a little bit. So lets say you've got a good eye, and notice it stand still on the ground at 11:10. The rocket will respawn at 8:10. When it gets difficult like that, I just try to get a good estimation of when they'll be up, and then time them on the spawn.
MLG uses Drop Spawns. This means, the weapon actually spawns in mid air, which moves the weapon, and it will then start it's countdown 2 seconds after is it still on the ground.

When I was learning to memorize these times, I made a type of box-chart time table thing that showed all the times, and what weapon, and taped it to the top and bottom of my screen. It really helped me learn.

Q: What are Drop Spawns?
A: Halo 3's weapon respawns are set based on when the weapon was picked up. Back in Halo 1 & 2, weapons always had a deterimined spawn time. Rockets were always at 12:30, 10:00, 7:30, 5:00, etc. MLG uses Forge to mimic these STATIC spawn times by placing weapons on boxes, and then deleting the box to make the weapon drop for a short time, activating it's spawn counter, similar to how if you die while running with the weapon, and you have to see when the weapon stops in normal matchmaking.
Q: Why do the weapons sometimes not spawn at these times?
A: Well, weapons have to drop from a certain height to activate the spawn timer. Now, if the weapon is picked up before it hits the ground, say someone is waiting on the spawn counting down, then the spawn timer will not activate until they hold still for 2 seconds. This is called Dirtying the spawn. You can do this to your advantage, to control spawn times. However, it can get sort of confusing.
