Is it really that big of a deal? I don't think that it is. People just want to find out how many other people feel the same way about a topic that they do. As long as the petition is relevant to halo or bungie I don't think there should be any kind of punishment.

Define what you mean by "petition" in this case. A petition to Bungie to, say, eliminate the rank system? Those petitions shouldn't be bannable offenses because they express the interests of the community.

Basically put... no one cares. If you post a petition it will be locked and depending on the moderator you will be blacklisted. Petitions are pointless, and like Yoozel said no one really cares about them so they eventually defeat themselves. Sign-here threads are worse than petitions because there are so many of them. Every conceivable accomplishment in Halo has become a "sign-here" thread in the Halo 3 forum. And they repeat, several times. They don't encourage any discussion and no one really cares about them, but they post anyway to boast/feel popular.
