I'm pretty sure the Halo name is copyrighted but I'm sure you could contact Bungie about it and sell the idea to them and get a % of the sales ;D

Remember, trust is calculated daily, and the maximum value possible changes every day too. Since the titles are based on the percentage your trust value is compared to the maximum value, it can easily change if the max value goes up further than you go up in the intervening time, even if you haven't had any negative items against you.

In other words, no the system isn't buggy, stop asking why your title changed, I'm not going to tell you.

Microsoft retains all intellectual property rights to the Halo series. Bungie LLC does not own Halo. Without Microsoft's permission, don't even think about it.
