If you'd have paid attention you could actually have recognized a countdown. Right when Bungie announced the Heroic Map pack about 5 months ago now they very clearly said that in a few months the maps would be free.
Then when the map packs were released for 10 bucks on 11 December Bungie announced that the maps would be free next SPRING.
Then Bungie started telling us about the Legendary map pack and gave us little indications about when it would be released, pretty soon we knew it would be somewhere in April. And like Bungie said the Heroic map pack would be made free at the same time or before the legendary map pack, therefore giving us a pretty good indication when they would be free, either way in April or a few weeks before.
Then a week ago Bungie announced the exact date of the Legendary map pack release AND when they would make the Heroic Map packs free. IMO Bungie did a great job letting us know bit by bit when we could expect them for free, and those who bought the map packs a few months ago ( like me ) have to be fully aware that back then Bungie clearly stated that it would take only a few months before they would be made free.
Hereby you shouldn't forget that even though Bungie is a gaming incorparation its still a profit organisation. Therefore it has to make things a little tricky but yet clear for most people when they were actually made free. Bungie did a good job by having somewhat of a countdown but then slightly in a different way. And apparently not everyone was intelligent to pick that up, stil that's no reason to cry for your money now kids. You payed for the maps so you could play them earlier, you didn't buy the maps to test them out, give feedback and then get your money back. Cause don't forget, that's what Bungie had done already for weeks before the maps were released...
