Posting a Screenshot:
Method 1
Step 1: Go to your Halo 3 Service Record
Step 2: Click on File Share
Step 3: Find your screenshot and click on the link that says "Discuss File"
Step 4: Give your thread a title and description, and click submit
Step 5: You've posted the screenshot

Method 2
Step 1: Go to your Halo 3 Service Record
Step 2: Click on Hi-Res Screenshots
Step 3: Find your screenshot and save it to your gallery
Step 4: Go to your Service Record Gallery
Step 5: Find your screenshot and click on the link that says "Discuss File"
Step 6: Give your thread a title and description, and click submit
Step 7: You've posted the screenshot

****When creating the title, you may not include a group’s initials as of now due to new Forum rules.

Trying something once will increace your chances of success, because you tried it. Try someting twice, and your chances increase yet again - seeing as you've done it. Try something a few thousand times, and your chances of success is exponentially increased; this increase would likely provide success every time

Read the stickies at the right side of your screen. They hold valuable information.

Edit: Costly got it.

You put them in the File forums by, having your gamertag linked to your account in the first place.
Step 1- Go to you service record.
Step 2- Go to your file share.
Step three- Click on the screenshot you want in the File forums.
Step 4- There are options at the bottom of your screenshot one of those options is discuss file, you click it and it brings you to the information of your picture(like your creating a new thread) then after that just press submit.
EDIT: Wow, both of you beat me to it, I need to type faster next time.
