Because people want to try it out. Pretty dumb considering Bungie said it wasn't a good idea and that they could ban for them in the future.

The only people that know how to mod Halo 3 are currently not releasing any of their tools for potential cheaters to use.It's all in the name of gewd times. Even though it is against Xbox Live's terms of use agreement. I suppose the cheating potential is just not a significant "problem." And it hopefully will never be.
