I have a Sound Blaster Live! 24-Bit External (USB) sound card running on a Dell Inspiron 9100 notebook. When I run Halo, I experience a lot of sound cutting out. Most notably, this happens when I fire an automatic weapon like the Plasma Rifle or Assault Rifle. Is there any way to resolve this problem?

turn your audio settings to their lowest

I've tried that, with no success. The SBLive should be able to handle the rapid-fire sound.

Do you have USB 1.1 or 2.0?

what's your processor speed?
sometimes that affects sound quality

i have USB 2.0, and a 3.2GHz P4 w/ HyperThreading

reinstall your halo and repair corrupted.
Put sound all to LOW

Heyyo,

Make sure your halo's updated. I believe patch v1.03 fixes the creative soundcard issues (or at least the major ones like cutscenes), so anything higher like v1.06 (required in order to play on most servers) should help.

If no different? try turning off any hardware acceleration, and turn your sound variations to medium, usually this solves the problem (it did for me).
