I quote the back of the Halo 3 case:
"content download" and "optimized for hard drive"
Now, let's put two and two together, throw in a dash of common sense, and oh my, look what we have: content downloads, as like was in Halo 2, require the presence of a hard drive due to their file size.
Also, you bought an Xbox 360 Arcade. See that word "Arcade?" That Xbox only comes with enough storage for arcade games and was not meant to be used to download extra game content without the addition of a hard drive. Bungie is not at fault here, you are for not doing your research and thinking ahead before buying a product you "assumed" would be future proof.
Additionally, if I remember correctly you can still play all of the playlists available, excluding upcoming hoppers with the legendary content. The deal with the matchmaking is that when the game is being setup, it automatically runs a check to see if everyone has the same map in rotation, example: Foundry, and if they don't it will go to the next map in the rotation, such as Snowbound. Don't quote me on this though.
