I've been a Bungie fanboy since Pathways into Darkness, and really did think the world was coming to an end when Bungie was snapped up by Micro$oft. It ment they would be constrained as a business to maximize profits.
The Heroic hoppers were lame, so I can appreciate and understand what Bungie is trying to do here, but it's just the wrong approach in my opinion and just wreaks of MS greed. I could be wrong, but I'd guess they might increase sales of the map pack by around 20%-30% (maybe more, we'll never get to see the comparison between Heroic and Legendary sales), which at that volume is still great. However, they're going to piss a lot more people off, including much of that extra 30% who paid $10 for a playlist that should have been included in Sept 2007. SWAT was extremely popular in Halo 2, Bungie knew this and they've been sitting on it this entire time to maximize profit on it. The popularity of Halo is waning. It has stiff competition and only time will tell if this Legendary gamble will pay off or not.
The real solution for the DLC hopper problems would be to invisibly segregate the haves and the have-nots within the regular playlists. Simple in theory, difficult in execution or it probably would have been done by now. A possible easy fix to this, add a few regular playlists(with all of the maps) to the DLC playlist section that only those with the DLC content can join. Bingo!
