I haven't played Dawn of War yet, but it's a Relic game, so it's probably pretty good. Do they have a mod kit or SDK available? Sure would make things easier.
What can the Dawn of War engine do? Can it transit between out door/in door environments on the fly? Since Halo takes place in both such places- and there are flying units to consider, but I guess they're already in place in the Warhammer 40K universe.
How are you going to go about designing missions, or is it just going to be multiplayer death matches?
I think a good place to start would be to copy some of the Halo 1 & 2 missions and use them as a template. Maybe do hero missions like in StartCraft, that way you can focus on people like the Master Chief, the Arbiter, Johnson, etc. Heck, you could even have a hacking mission where Cortana must overcome a Covenant AI and it's defenses- that'd be cool. The terrain for that could be done like electron pathways and computer bits, sort of like Tron 2.0.
In fact, you could probably just do an entire campaign on one of the other Halo rings, and have the Covenant and UNSC battle for control of it. Heck, you could even introduce a 3rd race also vying for control.
