You need it to create a server

Heyyo,

Any connection can create a server, just the faster the speeds, the better (usually upload should be as fast as possible for servers).

check out http://www.portfoward.com (ty to whoever pointed this site out first) to find out how to foward ports on your router, and probably firewall too.

You need to open ports 2302 & 2303.

If that doesn't work? try putting your router/firewall into a DeMilitarized Zone (DMZ) so you get full acess n' stuff.

If that don't work? you're probably locally routed. I was before, and that stops you from hosting, if so? contact your Internet Service Provider (ISP) and tell them you're having problems hosting, and you think you're locally routed, and probably need a new Internet Proxy (IP).

No. LAN means an ethernet cable is connected to your comp. You never need to call your ISP.
