Three skulls have been confirmed to have multiple, and distinct, effects.
Join group Trephine and help search for more.

Currently, these Skulls have multiple and distinct effects:
1) Angry Skull
2) Blind Skull
3) Sputnik Skull

Sputnik Skull
Effect 1: Low-gravity physics for explosions of all kinds.
Effect 2: Melee turns characters around.

Test 1: Grenade jump with and without the skull.
Test 2: Melee a character with and without the skull.

Blind Skull
Effect 1: No HUD or Weapons on screen
Effect 2: Hidden "checkpoint...done" text revealed

Test 1: obvious effect
Test 2: start Gravemind, notice that no “checkpoint...done” prints to the screen before “Uncomfortable Silence” prints to the screen. Save and quit. Activate the Blind skull. Start Gravemind and notice that “checkpoint...done” prints to the screen before Uncomfortable Silence prints to the screen.

You mentioned Angry.

Are you adding to this? Blackeye has at least two effects.

Also, Ghost stops the spinning caused by Sputnik. But I don't think that is its only function.

1) Shields only recharge when you land a fatal blow on a character (or destroyable object) with a melee attack. This effect can extend your shields to max overshields..
2) It also turns off snow (weather effect) on Quarantine Zone.

Test 1: start any level, take damage and notice the shields do not recharge. Then melee a friend or foe to death and observe that the shields recharge. In addition, start Metropolis, destroy the bus in front of the warthog with melee, and notice that it recharges shields.
Test 2: start QZ, notice snow falling (even in the cut scene). Activate the Black Eye Skull. Start QZ and notice that the snow disappeared (even in the cut scene).

Going into the dashboard does not seem to bring the snow back, but powering off the XBOX seems to.

ARBITER, I CAN'T BELIEVE IT'S NOT BUTTER!!! WORT WORT WORT.

If you have black eye and not a single update or map added, you can pick the skull back up and turn the snow back on. Pick it up again and it turns off. Again it's back on. Etc.
