The prospect of custom soundtracks is an awesome idea, but it really wouldn't fit in with a game like Halo. Don't get me wrong, I'd love to take out a troop of Elites with Metallica's "Seek And Destroy" blasting in the background. But if you were involved in a real life war, there wouldn't be any music playing, other than what you might be thinking about in your head.
The whole thing that makes Halo's atmosphere work is that you could be up in a sniper spot waiting for some poor schmo to peek his head out so you can give him another hole in his head and the only thing you hear is the sounds of nature and maybe a nearby firefight. But that's the beauty of it all, is that you don't have any synthetic sounds piped in to distract you from trying to decipher if that noise you just heard was you shifting your weight or the sounds of footsteps on the ground behind you.
