You sir have one of the best suggestion threads Ive ever seen.
Im not sure if this has been suggested but how about :
1.)Earth, Ground, or terrain based game mechanics like...(a) control of if the snow on Snowbound lets the frag grenades bounce or if they just stick in the snow when thrown. (b) how the terrain effects possibly the movements of vehicles, or the spartans and elites. (c) and even perhaps setting a static water level for a certain area or a total eustatic level.
2.)Moving terrain or platforms ( I know this one is is about as far fetched as it gets) but to make it managable you can only say put conveyers on flat ground or perhaps some trap doors in places so you can fall through to your death (not through already set bounderies of the map)
3.)Manipulate weapon fire reflectivity off of editable and placeable objects (not the already set walls of the map) Ide love to be able place objects with 100% reflectivity so one would have to be so very careful when shooting
4.)OH YEAH I would love to be able to place these specific objects on maps and be able to edit what effects and abilities picking up these objects gives you (only while youre holding them) (a) The oddball, flags, or the bomb from assault but not have to have the game as a oddball, assault, or CTF match - i dream of all oddball matches with like 8 seperate oddballs when picking up each different ball gives you a specific ability or restriction. I just hate being restricted to 3 oddballs I want them to be like any weapon you can pick up.
5.)also my most absurd request would be matches where for some reason players can become or by game variant are special charatcer models like say Honor Guard Elites (the orange ones), or the one elites from halo 2 that you help spring from jail that are greyish silver with those ill helmets, perhaps the heretic, or [insert something as equaly unacertainable here]
