Yes, except the computer characters. That goes against the point of Halo multiplayer. Otherwise it sounds awesome!
Give me a break. NPC's in a multiplaye game would/will not go against or ruin Halo's multiplayer in any way, shape or form -- it can only serve to enhance it!
If you would like to play a game without NPC's, don't join random friend's games who are currently forging. PRETTY FREAKING SIMPLE HUH? Just stick to matchmaking and you should be fine.
NPC's in forge would truly be a freaking dream come true. I might actually play Halo again. Think about spawning some grunts or elites, setting their characteristics (such as attack, patrol, do nothing, etc.), and then beating the crap out of them with a friend...
I wish that Forge was much more advanced then it currently is. This list is absolutely great and I expected all of this to be in Forge from the beginning. If I had it my way, Forge would provide nearly limitless customization. I would love to be able to actually program within forge and using that ability to create my own "survival" mode in which enemies continuously spawn in ever-increasing waves, until it becomes so hard that you cannot win. Much like "horde" (as it is known in Gears 2), I have been suggesting this be added to Halo since the days of Halo 1. Most of you probably weren't even around then. So, for those who say, "halo shouldn't copy gears" etc. etc., kindly screw off. "Horde" is based on an idea that has been around for longer than you may realize, and to put it in another game such as Halo would be totally awesome, because it just gives it that much more replay value. If Halo were to copy horde, we'd be seeing locusts and other gears creatures in our games. However, if horde motivates bungie to create a survival mode for their own game, all the better! I do dislike many things about Gears 2, but I applaud epic for being one of the first developers of this day and age to actually take what couldn't have been too much effort to include a mode that provides limitless replay value.
