I'm more into your "function" ideas, especially the undo button. However, I like a lot of your ideas, including the breakable objects and placeable death barriers.
However, the fact of the matter is that an update of this sort would absolutely have to be free, and probably an AutoUpdate. Imagine if you spent the 800 points, bought this expansion, and made a map. You post the map on the forums, and lots of people love it. But they can't play it because they don't have the extra content/coding required to use the map, as they didn't download the expansion pack. Something like this would split the Forging "domain" into two distinct entities, the "haves" and the "have-nots." The "have-nots" are those that don't Forge or use custom content, and therefore decided not to buy the expansion. These have-nots comprise around 75% or more of the Halo 3 online population. Suddenly, you have the hardcore Forge Group with beautiful maps that can't be played by the majority of the community. These maps don't get recognized much since few can use them, and nobody really wins in the end.
Though I'd love an update like this, it doesn't seem plausible. I can see Bungie possibly adding some functions into Forge via an autoupdate, and adding new objects to new maps, but if I recall correctly they cannot modify the Forge palettes of previously released maps.
