Though I did not include the tools involving the X, Y, and Z axis's though. I believe they are too complicated for Halo. I like the way you're thinking and understand what you mean, but the same tasks you have in mind can be accomplished in a more basic manor.
Are you saying it is to complicated to program it in or to complicated for the players to use? Kinda both.
It would also be incredibly easy to use in forge mode. Think about when you are forging and you place an object down. You then notice that it is slightly to the side of where you wanted it. Currently you would have to pick the object up, which would lose the objects position and possibly rotation. You also have no guarantee that the object will end of in the correct position.
If you had xyz settings, you could simply go to the object settings and select the x or y setting (depending on what way you want to move it) and add or subtract from the number currently there.
I see more of what you mean now, it is reasonable, so I've added it to the list.
The xyz setting for the scale of the items would be more complicated, so forget about that. Instead how about something the size of a shield door but solid (can't walk, shoot, or see through it). It would also have a setting to change the height and length just like the KOTH areas.

I also thought of something else. How about an option to take objects off the map after a certain amount of time. For example, currently you can spawn a box 30 seconds after the game starts. With this you would be able to take that box off after 1 minute, or any time you set it to.
Many people have wanted this feature, especially for infection based maps. There are ways around it, but it would be way more helpful.
