NO!!! If they made the sniper move around while you aimed with it, I would be pissed, never using a sniper again. And I'm going to have to stress this point again. Spartans are genetically enhanced, and can lift a few TONS. Not being able to hold up a rifle would be un-acceptable. Probably my favorite thing about Halo was the the crosshair always stays where you left it, on any gun. Halo DEPENDED on skill to win. Shaky crosshairs involve luck. I'm sorry, but once a game becomes too realistic, it's on the shelf for me. There is a fine line between realism and fun. Sure, it would be more "realistic", but would you be thinking to yourself "Wow, i'm so glad the cross-hair shakes while i'm trying to snipe! It's so fun!" No, you wouldn't. Or like the person who wanted flashbang grenades. Have you ever played Counter-Strike? I stopped playing that game because of flashbang abuse, it went to the point where I thought there should be a button to cover your eyes. You could get blinded even if you looked away in time. Sure, S.W.A.T. people may use flashbangs, it adds "realism", but the fun is than devoured, and crapped out into a pile of big brown crap. So remember, Fun > Realism 100%, all the time.
