When you "close" a .net passport, you close that account, and turn off the passport's "PUID". The PUID is the unique string that bungie.net uses to identify you - we never see the login email you use. Here's the catch - if you create a new passport using the same login, it is assigned a different PUID, so to bungie.net, you are a different user.
So, closing a passport doesn't delete your bungie.net account that uses it. Eventually, that account will be deleted due to inactivity. However, even after that account is deleted, the login name is held for 90 extra days so nobody attempts to claim it immediately and pretend they are the just deleted user.
So, unfortunately, you're going to have to create a new account with a different name. In the future, I would suggest NEVER closing a passport unless you are sure you don't need access to any account it is used for. Furthermore, I suggest that you don't use a hotmail.com or msn.com email as your passport, because you can't ever change that login if you want to without closing the passport. Other email logins can be changed using the passport.net management site.
