Problem with IP banning: Most systems use dynamic IPs, outside ISPs who need it for billing.
My university uses DHCP as to 95% of others.. So banning and IP especially during a school year wouldn't help much. This goes for dial-up as well.

Most cable and DSL have static ips though.

They can just ban the entire university. As Shishka stated earlier, it's just as easy to ban an IP range as it is a single address.

Think of it this way, if you know somebody who spams this board, and you use their same ISP, it would be in your best interest to beat the living -blam!- out of them before they get you blacklisted from Bungie.net and all the extended Halo 2 options.

But if they ban the entire university that's isolating those from that same university who DO NOT spam. So, there's still a huge problem and a complete unfairness to it.

I know it's just as simple to ban a range as a single ip because all it requires is a simple bit mask, but like I stated before, there's a huge amount of unfairness to it.

If Bungie employees told me that somebody on my ISP was causing them grief, and holding up the game development process, because Sketch or somebody has to take time out of their busy day to deal with that pissant -blam!-, I would take care of the problem.
