The hunters in Halo 2 are definitely more difficult to take down with there movements being tweaked and new moves being added. In Halo, when they run at you and charge, they go for miles and you can easily sidestep them and shoot them in the back. In Halo 2, when they charge, they don't go as far and unless you take a few steps backward after shooting them in the back, they'll reverse-karate-chop you. You can use the same tactics on both H1 and H2 hunters, but the H2 hunters have definitely been taken up a notch. Bam!
P.S. You can empty and entire needler clip into their back causing them to explode three times, but it doesn't seem to slow them down much.
