yes you will only be able to play people with haloce and not the people with haloPC. HaloCE is not a popular as halopc yet so there arent many people playin it.

You'll also have the option of playing the original Halo PC. But you can only play CE with other CE players.

They are two different .exe files that exist in separate directories. You can have both installed on your system and go back and forth between the two if you want.

Main differences:
Decreased leading and warping
ability to make and play custom maps (some of these are really fun!)
new features: press F3 to show teammate's names, improved rocket warthog accuracy, press F2 to show gametype rules
A handful of other bugfixes

I think there's a few more things I'm forgetting.

If you download it, be sure to check out some custom maps. I usually go to www.levels4you.com to get mine.

Cliffhanger is a lot of fun. Fissure Falls is awesome, Nightcamp CE is pretty cool, many people like Camtrack. There's a bunch of custom maps out there right now that are worth trying out. :)

The only difference is that in CE, you can play on user created maps, which is fun, so you may as well do it. And then of course, you can always play the originals. But it's not like CE overwrites the regular Halo, so you can always go back if you don't like it.

Yeah, it's because they had to rewrite the map file cache system, which meant new versions of the maps were required. That's why CE is 170MB download. If they had included the single player maps, it would have been many times bigger.

Anyway, there's a list of most of the good maps (with download links) over here (at the gearbox forums).

My favorites: Cliffhanger, Fissure Falls, Nightcamp_CE, Transfer. I've heard Casualty Gorge is pretty good, too, but I haven't downloaded it yet.
