-What is the purpose of the scoring requirement? Does it have to do with proving that the person didn't abuse the save/quit glitch to get around Iron? Isn't a video good enough to prove that?
The effects of some skulls aren't immediately evident when watching the film. In H3, turning on scoring ensures that there is a post-game report that says which skulls were on. It also provides extra data to the online stats that otherwise would not be counted, such as points over time and such which can be used to quickly get a feel for whether or not there is any worth in downloading the film (i.e. if its clear that there is no way in hell they did it as fast as the stats would indicate).

Wouldn't Iron be a somewhat redundant skull because you have to restart if you die in as said in the rules anyway?
There is a work-around for the effects of the Iron skull that involves saving and quitting and then resuming to get around the usual effects of the Iron skull. That rule is basically just an enforcement of what the Iron skull is supposed to do: restart you at the begining of the mission.
Plus, even if you let Iron do its job and reset you, your film could become hideously long with all the failed attempts. Its nicer to just manually restart from the campaign lobby.
