I have downloaded three maps off some sites that were recommended by some people and they were downloaded as .rar files. I have tried to play on the levels by adding them to the maps file under Halo CE, but it still doesn't work. Now, I am guessing you would have to make it a .map file, but how do I do that? If anyone could please help, that would be great.

rar is a compression format like zip. To uncompress the .rar files, use WinRAR (google search it to find a download link). Once you have the rar file uncompressed, drag the .map file (i.e. cliffhanger.map) into your maps directory (located in C:\Program Files\Microsoft Games\Halo Custom Edition\maps), start up HaloCE, and then join a server running the map you want to play.
