It is a little more complicated then that. Yes you have to go to Halo Custom Edition properties, but you have to add both commands. Like this, after the " mark you space and type exactly like this
" -console -devmode
So like this- "C:\Program Files\Microsoft Games\Halo Custom Edition\haloce.exe" -console -devmode
Make sure you have the space between console and devmode and that you have the mark. And here is a good website.

It explains in their what to do, but if you dont understand, here you go.
The commands that have a <#> next to them mean you have to put a number next to them in order to activate them. The cheats without a <#> next to them do not need a number next to them. Here is an example.
cheat_deathless_player 1
to deactivate cheat_deathless_player 0
or cheat_deathless_player, cant remember.
Cheats like
(cheat_spawn_warthog) do not need a 1 next to them to activate. It has to be typed everytime you want it to work.

Oh, and to use the camera, first put your guy where you want him, and then in the console bar type
debug_camera_save
This saves the camera postion
Then to seperate the camera from the player type
debug_camera_load
The camera is now detached
The rest of the details are in the link I included. Oh, and to speed up the camera, you have to roll the scroll wheel AWAY from your body. Not toward your body. I spent two days trying to speed the camera up before realizing that I was scrolling the wheel the wrong way.
