A friend of mine is trying to create a server, but when we try to connect it wont let us in. It show's up in the server list, but it doesnt show a ping rate and you cant connect. Is this a firewall issue or something within the game itself? Any help would be appreciated.

It's either a firewall and/or router issue.

You need to open up ports: 2302 & 2303.

I recently had the very same problems!
I set up a HALO PC server yesterday, and it was difficult to figure out what port numbers I needed to have forwarded through my router / firewall. So here is what I learned:

You will definitly need to setup port forwarding on these ports: 2302 and 2303 UDP. i did UDP and TCP because it was just as easy as just UDP.

so, after all this, what i did to get things up and running was to port forward all of the gamespy ports as well as the required 2302 and 2303. I also made a crude init file for my server. this file is used by the server on statup to initialize the mapcycle and gametypes played. you only need to do this last step if you are setting up a dedicated server. the information is in one of the links above.
