With B.B. gone, the passion of Bungie.net has lessened.
The Spartans have translators built into their armor. It translates most of the Covenant languages (Grunts, and in the books, Elites). Perhaps the translator automatically translates the 343's speach as well, simply because it may be similar to Covenant dialects. I think this because Covenant like to copy things... perhaps they copied Forerunner dialect as well, since they view them pretty much as gods...
But, 343 DOES have a British accent... but English was not the first language developed by the human race, so I don't think it really means anything. The accent may be there just because of the question, "what insane little AI is complete with out a British accent?"
Also, I'm not sure if the Covenant use translators amongst themselves or not. All the races probably have their native languages... but they might have a "universal" language that they use to communicate with eachother so that they wouldn't have to use translators. Personally, I think that the Prophets and Elites (they're presumeably 1st and 2nd best in the Covie hierarchy) use a modified Forerunner dialect, which would then be made as the "universal" dialect for the other classes (modified because copies are never as good as the original). And the lower classes use it more simplisticly, so thats might be why almost everything is understandable with Grunts... And also, since the copied language wouldn't be exactly like the true forerunner dialect, perhaps that explains why the translator can translate 343's speach so well....
