Yep. They ban based on the IP or origin rather than e-mail addresses to keep people from being on once they have been banned. The only way to get around it is use another IP and e-maill address- but if you're willling to go through that amount of effort into getting on a message board, there are no doubt more serious issues with the person.
Actually, I found the level of poor moderation on these boards to be appalling. Redundant threads, especially in New Mombasa, is rampant, spam, bad behavior, etc. If Bungie wanted to smoothe things out, they'd appoint at least 6-12 new mods and send them to work. Check out the boards for theforce.net and see how tight that place is run. Each forum has at least two mods, some have as many as six, and everyone helps everyone else when it comes to curbing bad behavior. Mind you, it is a double edged sword- people have been banned for very minor offenses while others go unpunished for gross violations of the TOS, but most of the time it's very well run.
They nail people at TF.N for: Threats, Swearing, Name calling, general abuse, and other things. You have NO First Ammendmant rights at TF.N, but as annoying as that might be, it does keep the 50,000+ members well behaved for the most part. I'm not saying we need that heavy of a moderator presence here, but a little more control would be nice.
Take that number and multiply it by twenty. That's about how many members there are here.
