It does take a moderate amount of skill which cant be said for the sword which takes almost zero skill. You do have to aim fairly precisely however the bullets do auto aim a bit, there's certainly no way you can 4 shot someone without the centre of the reticle on their head/upper chest. In halo 2 the hitscan actually meant that you could aim 2 feet to one side and 4 shot someone.
When people say the BR is easy and requires little skill, they are mostly referring to the difficulty of cleaning up a kill with a headshot. I mean killing someone with a BR when only one bullet is required for a headshot. Most can agree that this is the most popular way of using the BR in a default gametype, such as stealing kills or deshielding opponents with a combo weapon, and therefore brings many to believe it is very easy to use.
4-shotting does require much skill, because every bullet must hit your target. This means that you have to have the center of your reticule more accurate. With a single shot weapon, like the Magnum or Sniper, you don't necessarily have to have a very accurate body shot. However, headshots with a single shot weapon requires pretty accurate aim. To be honest, the Carbine doesn't require more skill than the BR since it has a fast RoF. It is a single shot weapon, but one missed bullet won't kill you. (Though all this can be greatly affected by Halo 3's randomness)
In conclusion, the BR's skill is with the 4/5-shotting, and the Single-shot weapons' skill is with the headshot. Killing an unshielded opponent with the BR is quite easy. Actually, I sometimes compare the difficulty of BR headshots to the difficulty of the Rocket Launcher, except the Rocket Launcher is easier to dodge.
One more thing...Sword vs. Sword = skill. Sword vs. anything else = not so much. This goes for most, if not all, of the weapons. BR vs. BR is a battle of skill. BR vs. AR is not.
I completely agree that the BR is too easy to use however I felt I had to point out that it is certainly harder to use than the sword. I did actually say in my post that it is too easy to headshot opponents. When it comes to the sword there is very lttle skill in sword v sword other than knowing that using standard beatdown allows faster recovery, then its really all about connection.
I also agree about the carbine, too many people go on about the carbine being extremely skillful, in theory it is but in practice it isn't due to the fast ROF and the lack of a penalty for using that fast rate of fire. The weapons spread is not altered and the bullets still auto aim meaning that if you miss one shot the next shot will still be quite accurate and you can just adjust slightly to get that headshot meaning that in terms of kill-time it doesnt affect you much.
It can seem difficult to get a headshot sometimes with the BR online but this is primarily due to your bullets not actually going where you aim them or not existing in some cases on the hosts xbox, if you don't have to deal with a lot of latency then the BR is easy get headshots with. Again at range it can turn into a bit of a lottery.
