If you haven't noticed, in order to achieve a 4-shot you must be much more precise with your aiming than with the Carbine and Magnum. The spread of the widest BR bullet is much more inaccurate as the single bullets from the other mid-ranged weapons, which means a 4-shot requires more precision. HOWEVER, that is the limitations programmed by Bungie to limit the range and is not due to the players' ability.
Now...if you are talking about using the BR against injured players, where only a headshot is required, then the headshot is one of the easiest things to perform. HOWEVER, the Carbine's rapid RoF allows headshots to come easily as well. The Carbine really isn't that much harder to use, though is still more of a precision weapon due to its single-bulllet functionality even with the randomness nature of the weapon.
The M6G Magnum is really the only weapon of these three that one can say is much harder to use. HOWEVER, the randomness limits how good someone can be with it, which rewards the more range advantageous weapons. Also, the difference between the BR's RoF and the M6G's RoF is actuallly quite small; it has been tested that those weapons have similar RoFs.
In conclusion, their spreads is what determines the difficulty, not the user's ability. You can have more precise shots with the BR than the Carbine and still lose, because the Carbine only needs to be precise for one shot: the headshot. And, the same goes for the Magnum actually. But, with assists where only the headshot is needed, the BR is probably the easiest with the Carbine a close second and the M6G being the hardest.
Hope this clears up some biased misconceptions that people seem to have about these weapons.
